The key is before you join the race, click settings on the lower portion of your screen, then select display. Make sure the load custom skins option is checked green, see here:

That should be on by default but that is a good tip if someone is having problems.

Yeah a screenshot would give an idea, what do you mean about the veh file? its not THAT important that this gets filled out, i will go through them all.

In your case, it would look something like:
