Fortunately I didn't get a penalty but are these penalties applicable for the next race? IE are you supposed to take a drive through at some point or have these been applied to the last race as a time penalty???

you cut the pit entry line. I even saw that live in the race. It really can't be that hard to not cut across the pit entry or exit lines.
And no, one penalty alone will not be the reason to not get the license as long as it is no probation. But you will have to learn to check the pit entry/exit lines before the race and you'll need to finally obey that rule.
for everyone: Penalties will have to be served in the next race you attend. You must not serve it yourself but wait until race control hand them out. You will receive a notification in chat and the icon of your penalty will appear on the top left.
After we handed them out, the game handles everything. If you don't serve it the game will DQ you as with every other penalty handed out by the game.
